Job Description:
General Description: The Fire Chief serves as the executive leader and administrative head of the Bath Township Fire Department and is responsible for the overall management, leadership, planning, coordination, and delivery of fire suppression, emergency medical services, rescue operations, hazardous materials response, fire prevention, emergency preparedness, and community risk reduction services for Bath Township. The Bath Township Fire Department is a professional combination fire and EMS agency operating from one fire station and providing emergency services to a diverse 36-square-mile service area. The department responds to approximately 1,600 fire and EMS incidents annually and is staffed by a combination of full-time career firefighter/paramedics operating under a collective bargaining agreement and part-time certified fire and EMS personnel. The department does not utilize volunteer firefighters. The department protects a service area consisting of residential neighborhoods, commercial and retail developments, agricultural and rural areas, public school systems, colleges, and major industrial and manufacturing facilities. The department also provides emergency response coverage to approximately 7.5 miles of Interstate 75, creating significant transportation and hazardous materials response responsibilities. Under administrative direction of the Township Trustees, the Fire Chief is responsible for strategic planning, personnel management, labor relations, budgeting, policy development, regulatory compliance, emergency operations, training oversight, and community engagement while ensuring the department operates in a professional, efficient, safe, and progressive manner consistent with modern fire and EMS service standards. Essential Job Functions: The following duties are intended to illustrate the primary responsibilities of the position and are not intended to represent an exhaustive list of all duties performed. Administrative Leadership and Management: 1. The Chief will be responsible for directing and administering all operations and activities of the Fire Department, including fire suppression, EMS, rescue services, hazardous materials response, training, fire prevention, inspections, and community risk reduction programs. 2. Develops and implements long-range strategic plans, departmental goals, operational objectives, and organizational policies to ensure effective emergency service delivery. 3. Prepares and administers the departmental budget; authorizes expenditures; oversees purchasing and procurement processes; develops bid specifications; and makes recommendations regarding capital improvements, apparatus replacement, staffing, and equipment acquisitions. 4. Ensures departmental compliance with applicable federal, state, and local laws, regulations, standards, and policies, including OSHA, NFPA, Ohio EMS regulations, and Township policies. 5. Develops, reviews, updates, and implements departmental policies, standard operating guidelines, administrative procedures, and operational directives. Personnel and Labor Relations: 1. Supervises, directs, evaluates, disciplines, and develops full-time and part-time personnel in accordance with Township policies, labor agreements, and applicable laws. 2. Administers provisions of collective bargaining agreements and maintains effective labor-management relations with employee organizations. 3. Oversees recruitment, hiring, promotional processes, employee development, succession planning, and performance evaluation systems. 4. Approves scheduling, leave requests, overtime assignments, payroll reporting, and staffing assignments to ensure operational readiness. 5. Promotes professional development, leadership training, continuing education, health and wellness initiatives, and employee safety programs. Emergency Operations: 1. Responds to emergency incidents as required and may assume command of fire, EMS, rescue, hazardous materials, and disaster incidents utilizing the National Incident Management System (NIMS) and Incident Command System (ICS). 2. Coordinates mutual aid operations and maintains effective working relationships with local, county, state, and regional emergency response agencies. 3. Oversees emergency preparedness planning, disaster response coordination, and continuity of operations planning. 4. Evaluates operational performance and implements improvements to enhance emergency response effectiveness and firefighter safety. Training and Professional Standards: 1. Oversees the development, coordination, and implementation of departmental training programs to ensure personnel maintain competency and compliance with state and national standards. 2. Ensures personnel maintain required certifications, licensures, and continuing education requirements. 3. Encourages advanced training and professional development consistent with modern fire and EMS service delivery. Fire Prevention and Community Relations: 1. Oversees fire prevention activities, public education programs, fire inspections, code enforcement activities, and community risk reduction initiatives. 2. Serves as the department’s representative in interactions with Township officials, community organizations, educational institutions, industrial partners, the media, and the public. 3. Prepares reports, presentations, and recommendations for the Township Trustees and attends regular and special meetings as required. 4. Responds to citizen concerns, complaints, and public inquiries in a professional and effective manner. Minimum Qualifications: Any combination of education, training, certifications, and progressively responsible experience demonstrating the knowledge, skills, and abilities necessary to perform the duties of the position. Minimum qualifications include: • High school diploma or GED. • Minimum of ten (10) years of progressively responsible fire service experience • Minimum of five (5) years of supervisory or command-level experience in a career or combination fire department. • State of Ohio Firefighter II certification. • State of Ohio EMT certification / Paramedic preferred • Valid Ohio driver’s license. • Completion of NIMS and ICS training appropriate for executive fire service leadership. Preferred Qualifications: Preference may be given to candidates possessing one or more of the following: • Associate’s or Bachelor’s degree in Fire Science, Emergency Management, Public Administration, Business Administration, or related field. • Ohio Fire Instructor certification. • Ohio Fire Safety Inspector certification. • Fire Investigator certification. • Hazardous Materials Technician certification • Fire Officer IV, Executive Fire Officer (EFO), Chief Fire Officer (CFO), or equivalent advanced command credential. • Experience administering collective bargaining agreements and labor-management relations. • Experience with strategic planning, accreditation, policy development, and capital improvement planning. • Experience within departments serving industrial, commercial, interstate highway, suburban, and rural response environments. Knowledge, Skills, and Abilities: Knowledge of: • Modern fire and EMS service delivery systems. • Fire suppression, EMS, rescue, and hazardous materials operations. • Incident command systems and emergency management principles. • Labor relations and collective bargaining administration. • Budget preparation and fiscal management. • NFPA standards, OSHA regulations, and Ohio fire and EMS laws. • Personnel management, leadership, and organizational development. • Community risk reduction and fire prevention principles. • Public administration and strategic planning practices. Ability to: • Lead and manage a professional emergency services organization. • Effectively supervise and motivate personnel in a unionized work environment. • Communicate effectively both orally and in writing. • Develop and maintain positive working relationships with employees, elected officials, labor representatives, partner agencies, businesses, media representatives, and the public. • Analyze operational issues and implement effective solutions. • Make sound administrative and emergency command decisions under stressful conditions. • Prepare reports, policies, budgets, presentations, and other administrative documents. • Maintain confidentiality and exercise sound professional judgment. Equipment Operated: Fire apparatus, ambulances, staff vehicles, radios, computers, mobile data systems, hazardous materials monitoring equipment, fire suppression equipment, rescue tools, medical equipment, and other related emergency service and office equipment. Licensure and Certification Requirements: • Valid State of Ohio driver’s license. • Ohio Firefighter II certification. • Ohio Paramedic certification. • Maintenance of all certifications and licensures required by law and departmental policy. Work Environment: Work is performed in office, station, training, and emergency scene environments. Duties may involve exposure to hazardous conditions, emergency incidents, stressful situations, extreme temperatures, loud noises, hazardous materials, infectious diseases, and physically demanding activities associated with emergency response operations.
