POSITION DESCRIPTION The City of Findlay __________________________________________________________________ Job Title: Police Officer __________________________________________________________________ Reports to: Sergeant __________________________________________________________________ Purpose for the Position: The purpose of this position is to provide protection of life and property, enforcement of federal, state and local laws, response to emergency/non-emergency situations and investigation of criminal activity. Nature of Work: Positions in this class are occupied by sworn police officers who are responsible for protecting persons and property, maintaining order, and enforcing state and local laws. Officers may be assigned to uniform or plainclothes details. Shift scheduling changes periodically and job assignments may be rotated throughout the divisions of the police department. Duties require initiative, resourcefulness, and the ability to analyze situations and in emergencies to adopt a quick, effective and responsible course of action. The work involves frequent contact with the public and requires the ability to deal with persons in tense situations where relations may be strained. Essential Responsibilities: 1. Enforces all applicable codes, ordinances, laws and regulations (including traffic, criminal and civil) in order to protect life and property, prevent crime and promote security. 2. Patrols designated areas via motor vehicle, bicycle or on foot to detect and deter criminal activity and traffic violations; inspect doors, windows and premises of residential/commercial buildings/properties to ensure security or to detect suspicious conditions: responds to alarms at residences, businesses and industries, checks suspicious vehicles, persons or situations: maintains high visibility in the community. 3. Responds to calls relayed by dispatchers, including domestic disputes, abuse, assaults, rape, burglaries, thefts, fatalities, abduction, lost/missing persons, search/rescue operations, traffic accidents, property damage, alarms, bomb threats, natural disasters, public service duties, stranded motorists or other problem situations. 11.1: Organization and Structure Date: June 5, 2025 33 4. Prevents/discovers commission of crime; writes citations; apprehends, arrests, and processes criminals, fugitives and offenders; pursues fleeing suspects; conducts searches of suspects or arrestees. 5. Conducts preliminary/follow-up investigations of complaints or incidents; secures crime scenes and protects integrity of evidence; examines crime scenes for clues, evidence, and latent fingerprints; makes photographs and diagrams of crime scenes and evidence; collects, records, preserves, analyzes and stores evidence; maintains control and chain-of-custody over physical evidence gathered; interviews victims, complainants and witnesses and records statements; gathers information and evidence; secures crimes scenes and protects integrity of evidence; prepares detailed reports and sketches. 6. Enforces vehicle operating laws, parking laws and OVI laws; conducts sobriety tests; uses visual observation and radar/laser detection units to enforce speed laws. 7. Responds to traffic accidents/complaints; investigates collisions/accidents involving fatalities; personal injuries, and hit-and-run drivers; measures accident scenes and makes drawings of accidents; reviews evidence, reconstructs accidents; and makes recommendations; investigates traffic hazards; coordinates removal of debris or other hazards from roadways. 8. Provides traffic control, crowd control and police protection for accidents scenes, malfunctioning traffic signals, special events, funerals, businesses or other situations as appropriate. 9. Transports arrestees, mental patients, members of the general public or other individuals as required. 10. Makes fingerprint records of arrestees or other individuals. 11. Participates in court activities; responds to court subpoenas; prepares case files and evidence for court presentation; testifies and presents evidence during court. 12. Provides assistance or backup support to other officers, emergency medical providers, fire department personnel, probation department personnel, state/federal law enforcement agencies, other law enforcement agencies, or other public service agencies, provides emergency response on a twenty-four basis. 13. Operates a variety of standard and specialized machinery, equipment and tools associated with law enforcement, which may include a police vehicle, bicycle, firearms, chemical weapons, tasers, less lethal weapons, radar/laser equipment, alcohol testing equipment, drug testing kits, processing kits, handcuffs, baton, flashlight, fire extinguisher, measuring devices, photographic equipment, tape recorder, radio/communications equipment, building security screening 11.1: Organization and Structure Date: June 5, 2025 34 equipment, telephone, hand tools, desktop computers, laptop computers and general office equipment. 14. Inspects and maintains assigned vehicle, bicycle, uniform, weapons or other equipment. 15. Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals; performs driving functions in a safe and efficient manner under various conditions, including day/night hours, in congested traffic, in adverse weather conditions, and in emergency mode. 16. Prepares or completes various forms, reports, correspondence, logs, event reports, accident reports, narratives, miscellaneous reports, missing person reports, vehicle reports, citations, warnings, property reports, diagrams and other documents. 17. Operates a computer (PC and laptop) to enter, retrieve or modify data; utilizes word processing or other computer programs. 18. On station, Patrol officers enter reports directly into a records management system utilizing a personal computer and its accompanying equipment (mouse, keyboard, etc.). PCs are also utilized on station to access driver’s license information, vehicle information, criminal records checks and research on the internet. 19. In patrol vehicles, laptops are utilized to enter reports in the records management system, respond to dispatched calls, enter information to access driver’s license information, enter information to access vehicle information and to talk with others that are connected wirelessly(chat). The laptops utilize keyboard, mouse and touchpad for data entry 20. Communicates in person, via telephone, and/or via two-way radio; provides information and assistance; responds to requests for service or assistance; communicates effectively and coherently over law enforcement radio channels while initiating and responding to radio communications. 21. Communicates with supervisors, officers, employees, dispatchers, other divisions/departments, law enforcement agencies, fire personnel, emergency/medical personnel, jail personnel, court officials, attorneys, victims, complainants, prisoners, suspects, the public, the media, outside agencies and other individuals as needed to obtain information, coordinate activities, review status of work, exchange information, or resolve problems. 22. Responds to complaints and questions related to law enforcement issues and activities; mediates disputes; provides information; researches problems; and initiates problem resolution. 11.1: Organization and Structure Date: June 5, 2025 35 23. Creates/maintains positive public relations with the general public; maintains and promotes peace and order in the community; provides education and information to the public on laws, law enforcement, crime prevention, drug abuse, safety and related issues. 24. Attends shift meetings, training sessions, and seminars as required to remain knowledgeable of departmental operations/activities, to promote improved job performance, and to stay current with changing policies, procedures, codes, and criminal/civil case law. 25. Performs other related duties as required. Assignment to Crime Prevention Office involves the following additional tasks: 1. Administers special programs such as anti-auto theft, bicycle safety, child safety, crime prevention, drug/gang prevention, juvenile crime prevention, seatbelt safety or elderly services programs. 2. Participates in community education activities; conducts presentations, appearances, and tours of police facilities; drafts/prepares community notification documents, public service announcements, crime prevention articles, flyers, and brochures. 3. Monitors and maintains neighborhood watch programs; provides liaison with homeowner associations, including notification of crimes. Assignment to the Court Officer position involves the following additional tasks: 1. Provide security during traffic and criminal municipal court proceedings. 2. Transport prisoners from county jail to Municipal Court for various court proceedings. 3. Pick up and file criminal charges for incarcerated defendants. 4. Swear to warrants and various other legal documents filed by the Police Department. 5. Enter subpoenas in the Records Management System. 6. Deliver subpoenas to officers’ communications drawers. 7. Notify officers of cancelled subpoenas. 8. Deliver subpoenas to neighboring law enforcement agencies and other city employees. 11.1: Organization and Structure Date: June 5, 2025 36 9. Serve various civil and criminal documents. 10. Copy files for law director’s office for weekly civil proceedings. 11. Execute court ordered vehicle clubs involving civil proceedings. 12. Assist court bailiff in conducting evictions. 13. File monthly and yearly reports to senior municipal court judge. Assignment to the Property Officer position involves the following additional tasks: 1. Receive and keep all evidence seized and recovered by the Police Department. 2. Maintain a “chain of evidence”. 3. Check accuracy of assigned bar coding, event numbers and contents taken as property and correct if necessary. 4. Assign location to each piece of property and record assignment to event number in Records Management System. 5. Maintain a status on each piece of property by continually checking status of cases in Municipal Court, Juvenile Court or Common Pleas Court records. 6. Enter disposition of disposed of or no longer needed property according to judgment entry received by Court with jurisdiction 7. Send notification letters to all owners of property that is returnable by law. 8. Return all property claimed by lawful owners. 9. Answer telephone inquiries regarding whereabouts and possible return of property to owners. 10. Dispose of all alcohol and tobacco products placed into property when necessary. 11. Maintain log of all impounded vehicles, prepare necessary paperwork when applicable and maintain working relationship with towing companies handling impounded vehicles. 12. Accept and send confiscated license plates ordered by the Court to be sent to the Bureau of Motor Vehicles. 13. Backup for Court Officer. 11.1: Organization and Structure Date: June 5, 2025 37 14. Investigate all complaints received concerning Zoning Enforcement issues to include, but not limited to, the following: junk vehicles, abandoned vehicles, abandoned junk motor vehicles, inoperative motor vehicles, junk motor vehicle parts, junk or trash, weeds, overgrowth, high grass, etc. 2. Must be familiar with Findlay Codified Ordinances, Ohio Revised Code sections and enforcement that pertain to above violations. 3. Must be familiar with the different options on how to resolve a violation found on a property. 4. Attempt notification to property owners or residents of violations in person, by mail, phone, or leaving official documentation at the property. 6. Must be able to co-ordinate with other departments as needed to organize a property clean up when necessary. 9. Check areas of the city for violations not yet reported. 10. Check complaints on dilapidated structures. 11. Pass on to the proper department, any complaints that are not within the duties of the Zoning Enforcement office. 12. Qualifications:
- Must be a United States Citizen.
